The USA government was planning to institute 100% cargo scanning at all ports of entry.  They have now decided to delay this to 2014, because – in the opinion of the British International Freight Association – of their unrealistic expectations.  Current screening technology would not, it seems, be able to penetrate dense cargo, or large quantities of cargo in shipping containers.  In addition, the plan would involve a huge workload.
