At the UN Climate Summit in Copenhagen yesterday, the Norwegian Minister for the Environment was appointed to chair the committee for shipping, air travel and trade.  A minister from Singapore will also help to lead the committee, which will elicit opinions from all the countries present about how to manage emissions from freight and shipping.  Norway is heavily involved in shipping, due partly to its involvement in the offshore oil and gas industry.
