Shippers under-declaring the weight of their container cargo between the UK and the US has been a long-standing problem, with principals eager to shave a small percentage off the freight cost.  There will be a conference on this subject in London in June, whilst a US company has launched a product which overcomes the problem of overweight stacking.  
 
Carriers accept the weight declarations given when freight is booked by shippers and freight forwarders and rarely have them verified. An American company is marketing a cargo stuffer which loads the container more quickly and also weighs the goods simultaneously.
