The government of the USA has instituted a Freight Policy council to develop a national intermodal plan for improving the efficient of freight movement.  It will work with the different states to develop their freight networks.

By increasing efficiency in the national freight network, the council hopes to reduce traffic congestion, environmental impacts and shipping costs, and ultimately reduce prices for consumers.
