China has recently implemented a VAT programme which now covers all services.  This includes a 6% rate for the logistics and international freight forwarding industry. Shanghai has been chosen as the pilot city, but it appears that most freight forwarders have added 6% VAT on their invoices from 1 January, although some have not.

The practice of adding VAT to export shipments is not usual in the international community, so this may change.
