Finland is the first country in the EU to introduce stricter rules to control foreign trucks operating within the country.  Freight lorries from outside Finland have been operating on a semi-permanent basis in the country, and have been able to under cut Finnish haulage rates.  The new rules state that all drivers of foreign-registered trucks must carry a valid CMR note and must only do three further deliveries before they leave the country.  If the drivers are not able to show the appropriate documentation, they will be stopped and their loads will be given to Finnish drivers to deliver.  Previous rules were vague and too easy to circumvent.
