Shipping lines in Asia are under constant criticism from the Asian Shippers Council.  The ASC claims that lines break freight into many different chargeable components, and continually add surcharges to the freight rates.  New competition regulations have been introduced in China and India, and shippers are hoping that this will be applied to the liner shipping sector.  The ASC consider it unreasonable that carriers are levying a peak season surcharge even though shipping volumes are in decline, and carrier have excess capacity.
