The Vehicle Operator and Services Agency (VOSA) is to be given new powers to issue roadside penalties against foreign lorry operators.  According to the Freight Transport Association, foreign lorries working in the UK are about three times more likely than a UK vehicle to be involved in an accident.  The roadside penalties will be for a range of offences including breaking driving hours, weight or vehicle safety regulations, and can be applied to anyone without a satisfactory UK address.
