Hauliers in Finland confront fierce competition from Russian hauliers who have lower costs and tax rates than them.  So the Finnish government intends to levy a daily fee on main roads between Helsinki and other ports and Russian border stations.  Finnish hauliers would receive a rebate on their fixed annual road tax, to help balance the market.  The government has not decided an implementation date, but it is thought they would like it to be as soon as possible.
