The Baltic Index shows that dry shipping rates are unstable due to doubts that the world economy is recovering.  In Europe, business confidence fell due to the revelation that Greece, which is part of the European Union, has a huge national debt.  There are also doubts that the economy in Asia and China are in a stable recovery situation.
