EU backed Marco Polo programmes, which were intended to shift freight away from the roads, have been ineffective and should be discontinued.  The European Court of Auditors report that the programmes had little impact and there was no data to assess the achievement of the policy objectives. Freight operators were discouraged from taking part in the scheme, due to the market situation and the rules of the programme.
