Shipping lines are refusing to lay up ships in spite of over-capacity in the market.  They have implemented freight increases, but there is no guarantee that customers will continue to accept this, and forecasts for the year ahead are not optimistic.

A recently published report forecasts that east-west freight rates including fuel will rise by as much 13.7% this year, but there are still a number of factors which threaten this, principally overcapacity.
