The Port of Houston has implemented reduced free time allowances for refrigerated container importers in response to persistent high dwell times at the facility. This policy adjustment comes as reefer shipments, whilst comprising a relatively small portion of total throughput, are experiencing growth rates that significantly exceed those of general cargo volumes.

Port officials have been compelled to address the operational challenges posed by increasing numbers of long-dwelling refrigerated containers, which require specialised handling and storage infrastructure. The accelerated growth in temperature-controlled cargo has placed additional pressure on the port’s cold storage facilities and power supply systems.

For importers and freight forwarders operating through Houston, this development signals the need for enhanced supply chain planning and more efficient cargo collection strategies. The reduction in free time is expected to incentivise quicker container retrieval, thereby improving overall port fluidity and reducing congestion.
