Russia has reduced the number of overland freight permits which it allows to Poland by about 10%. Russia regulates cargo traffic between itself and the rest of the world by bi-lateral agreements.  It is thought that Russia is trying to get a bigger share of the European freight market by reducing the number of permits allowed to other countries.

This has led to increased freight prices as hauliers with permits can raise their prices due to scarcity value.
