Although the EU’s declared policy is to promote short sea shipping and get freight off the roads, the weight of regulations applied to the shipping and logistics industry could be having the opposite effect.  The commission has introduced many regulations concerning security measures, work visas, fuel requirements etc which overall combine to make shipping line’s job harder.  The Marco Polo projects are designed to get freight off the roads, but applying for funding is not straightforward.
