On Friday the House of Lords will debate an EU Committee report about the European Commission’s first rail freight package.  The report is critical of the package, and a member of the House commented that it is vital to get more freight off the roads and on to rail, to reduce carbon emissions in the EU.  It is therefore important that the rail freight market is open, and that infrastructure owners do not restrict the access of operators.
