The Fair Trade Commission in Japan is accusing some of the country’s largest freight forwarders of participating in a cartel, to fix prices for fuel and security surcharges. There has been a world wide investigation in to air cargo cartels, starting in Europe and the US.  More than a dozen airlines have already received fines for involvement in price-fixing cartels.
