The China Ports Association reports that at least seven container ports have serious over-capacity problems.  Over the past two years, many ports have built extra container berths in anticipation of volume growth, but many of these facilities have remained idle as foreign trade declined. However, domestic freight is growing much faster and the ports need to focus on handling this trade.
