Although some shipping lines are withdrawing capacity in an attempt to improve rates, other carriers are still taking delivery of new ships, tending to cancel out the advantage.  Utilisation for the first quarter of this year was about 81%, compared with 90% last year.  Freight rates are therefore still declining, with little prospect of improvement.
